Suppose that a county is divided up into 5 geographical regions called cities as shown in the diagram below:




Problem:

If the populations of the cities in the county are:

City 1: 700,000 people
City 2: 400,000 people
City 3: 300,000 people
City 4: 300,000 people
City 5: 100,000 people

Construct a fair (democratic) design for a legislature for the County?
